CONFIG is where the behavior of the netscape wrapper can be
modified.  Currently, only 3 options exist:

ALLOW_ROOT
		This will allow root to netscape.  The
		default is no, and only 'yes' will be
		accepted as an override.

SET_DEFAULTS
		This will do a recursive cp of 
		/etc/netscape4/defaults/* into ~/.netscape
		when a user runs netscape for the first
		time.

USE_NS_REMOTE
		Default yes, turns on/off the use of
		netscape remote.
