IBClr: `INTEGER' function, the `KIND=' value of the type being that of
argument I.

I: `INTEGER'; scalar; INTENT(IN).

POS: `INTEGER'; scalar; INTENT(IN).

Description:

   Returns the value of I with bit POS cleared (set to zero).  Note:
